                       Benefits for Employees

 

Full-time employees: All benefits are available to full-time employees the first of the next month after hired. Some benefit programs require contributions from employees, but most are fully paid by the City.

 

Part-time employees: Part-time employees can participate in benefits that are voluntary and contributed to solely by the employee with no matching funds contributed by the City as long as this is agreeable with the benefit company. (Examples of such benefits are Credit Union and Pre-tax Plans. 

 

Annual Leave: All regular employees earn vacation leave. All annual leave may be taken as earned by the employee with the approval of the employee's department head. Annual leave shall be taken in minimum increments of one-half (1/2)day.

 

Sick Leave: All regular, full-time employees shall be entitled to one (1) day of sick leave with pay for each calendar month of employment, which can be accumulated to a maximum of one hundred, eighty (180) days.

  • Columbus Day (Second Monday - October)

  • Veterans Day (November 11)

  • Thanksgiving (Fourth Thursday and Friday - November)

  • Christmas - Days vary from 1 to 2 1/2  days off. 

Health Insurance: Employees are covered by Anthem Blue Cross Key Advantage with Expanded Benefits through the State's Local Choice Plan. The City has a high level of coverage. A second plan, Cost Alliance with Dental, is also available. It offers less coverage at a lower premium. A comparison of these plans is available from the Human Resources Office.

 

Flexible Benefit Plan: The Federal government allows employers to offer this plan so employees can claim medical and childcare expenses as non-taxable. We have three parts to our plan: Payroll-deducted healthcare insurance premiums, dependent care and unreimbursed medical expenses. The employee can participate in any parts of this plan.

 

Retirement: All full-time employees are enrolled with the Virginia Retirement System. The City pays the entire cost of this benefit at a rate of 13.50 percent of your monthly base pay which is a considerable benefit. After you have served the City for five years, you are vested in the retirement system and eligible for an annuity when your retire.

 

Life Insurance: Our employees are enrolled for life insurance through the Virginia Retirement System. Life insurance coverage is two for four times the employee's annual rounded salary.

 

Other Benefits: The following benefits are available to all full-time employees through payroll deduction, but the City pays none of the cost. Participation is voluntary.

 

  • Deferred Compensation - The City offers this plan through ICMA (International City Manager's Association) to provide employees with a means to save money for retirement and defer federal and state taxes on these savings. The employee does not have access to these savings until he or she is 59 and a half years of age or leave employment with the City. 

  • Colonial Insurance - A variety of insurance products including accident, sickness, disability, cancer, and life insurance is available through payroll deduction from Colonial Insurance Company. The City does not contribute to this benefit. The Company annual enrollment is during October.

  • AFLAC- This is a supplemental insurance available to employees with cash benefits paid directly to policy holders.  This service is offered through payroll deduction

  • Virginia Credit Union - You can participate in the Virginia Credit Union which is the State Credit Union. It offers a full range of banking services, but most of our employees join to take advantage of the savings plans or loans. It is an excellent way to save because the deductions are through payroll deduction.

  • Direct Deposit - The City offers all employees the option of direct deposit. All employees are paid bi-weekly.

A. It is in the Administration office of the Municipal Building. The Municipal Building is located on 201 South Main Street, Emporia, Va.
