The City Manager’s Office is responsible for the acquisition of all goods and services, including professional services and construction for the City of Emporia, Virginia. We are dedicated to providing quality customer service, to ensure integrity and compliance of procurement transactions, and operational excellence.
Bids and proposals are publicized as follows:

- On the bulletin boards within the Municipal Building
- Direct solicitation
- At the city’s discretion, advertised in newspapers having general circulation
Goods and non-professional services valued over $50,000 and professional services valued over $30,000 are obtained through a formal bidding process. City departments may also contact you independently for quotations on items that do not meet the bid threshold.
Interested Bidders and Offerers may click on the solicitation notices below to obtain a copy. Copies of the solicitations may also be downloaded from the Commonwealth of Virginia eProcurement portal (eVA).
All responses (bids, proposals, and applications) are due in the City Manager’s Office, 201 South Main Street, Emporia, Virginia 23847, no later than the time and date listed on the solicitation.
Electronic responses will not be accepted.
In the event that City of Emporia government offices are closed, because of inclement weather or other emergency situation, on scheduled pre-bid meetings, published bid openings, and on proposal or application due dates, they will default to the next open business day at the same time.
